I wondered that at first b/c some of the areas have been off 59N as well like Aldine Bender area it seems, the only thing I could think of is b/c it's HCSO who report to the scene of all the crimes on the show, not HPD, therefore they refer to it as Harris Co, TX?

  • Harris Co vs Houston

Keep in mind, especially outside Beltway 8, you frequently drive in and out of city limits just driving down a block. When the city annexes an area it's usually the nicer parts. Where I grew up in Aldine most of that area is outside the city limits. Even though the post office calls it Houston the appraisal district calls it incorporated Harris co.
